Dunlop says water changed his mind on Site 41

Simcoe North MPP Garfield Dunlop is challenging Simcoe County to remove a test-well cap on Site 41 to show the public how pure water bubbles form and then explain why the site should be a dump.

It’s eerily reminiscent of another proposed dumpsite he put a stop to, when he was county warden in 1998, he said. And that’s why he’s proposing a private member’s bill to revoke all approvals for the proposed North Simcoe dump.

“It was on the side of a hill and water was bubbling out of the ground and the (environment) ministry was about to approve it. I said this is a mistake; we cannot put a landfill on an aquifer. In this case in South Simcoe beside a dairy farm on a hill, there was so much water bubbling out of the ground and flowing into the barn for the cattle. I went back to the county and fought that one,” said Dunlop.

And when he visited Site 41, he saw water bubbling out of the ground and flooding the area. That’s when he changed his mind.

“I challenge the county to have a media event, remove the test cap and show the media how the water bubbles out of the ground. Most people would say it’s a bad site,” he said. “It was chosen in the beginning because it’s a sparsely populated area and there’s clay in the ground, but it’s a mistake.”

Last week, Dunlop revealed his plan to stop Site 41, which would also include Ontario compensating Simcoe County for the time and money it spent on the North Simcoe dumpsite.

After that story ran on Simcoe.com Wednesday, County Warden Tony Guergis blasted Dunlop for changing his mind. The county provided a copy of a bylaw Dunlop signed, a bylaw that authorized the purchase of the Tiny Township parcel for a landfill.

Dunlop said Site 41 was initially chosen in the late 1980s,  “12 or 13 years before I was the warden. To think I chose the site … is misleading. I think (Simcoe County Warden Tony Guergis) owes me an apology,” Dunlop said.

“I signed (the bylaw) on behalf of the county. I signed bylaws all year long,” he said of his term as warden in 1998. “Whether you agree or not, you have to sign bylaws as warden.”
