Tony Guergis accuses Dunlop of flip-flopping on 41

Warden tells MPP to back off on Site 41

North Simcoe MPP Garfield Dunlop should get his facts right before he introduces a private members’ bill to stop Site 41, says Simcoe County Warden Tony Guergis.

If passed, Dunlop’s proposal would see any provincial approvals Simcoe County has obtained for the site in Tiny Township revoked.

The search for a site for a landfill to serve North Simcoe has been going on for almost 20 years.

During that time, Dunlop was not only on county council, but during his term as warden, he signed the agreement to purchase the Tiny Township parcel for a landfill site.

“Garfield was the warden. He led the process of choosing Site 41. He signed the papers on the location. Now he’s changed his mind,” said Guergis.

Representing Severn Township, Dunlop served on county council from 1982 to 1999. During those years, the county picked up responsibility for waste management from its lower-tier municipalities and inherited the search for a dumpsite to serve Midland, Penetanguishene, Tiny and Tay townships from the North Simcoe Waste Management Association in the early 1990s.

The process has been fraught with controversy and quasi-judicial manoeuverings, which finally resulted in a Joint Board (a combination of the Ontario Municipal Board and the Environmental Review Tribunal) ruling in favour of the location in early 1995. The Ministry of the Environment subsequently issued approval for Site 41 and approved the county’s design and operations report for the site in 2006.

Waste from the north Simcoe municipalities is currently trucked to sites in Collingwood, Clearview, Springwater, Severn and Oro-Medonte.

In December 2007, Simcoe County council approved moving ahead with work on the landfill site, when councillors voted 28 to three to spend $5 million on preliminary construction work.

“It’s time to move on,” said Guergis, adding the county continues to examine energy from waste solutions, although preliminary numbers show disposing waste at Site 41 will cost $101.50 per tonne, as compared to more than $200 per tonne to build and operate an incinerator in the county or $161 per tonne to export garbage to an Ontario incinerator.
